The best AI controls are rarely added later.

They are shaped at the point a system is being designed, built, connected, and scoped. That is where firms have the clearest opportunity to define what the system is, why it exists, what it can access, what it can influence, and what control should sit around it.

If that work only begins later, the organisation is no longer building control. It is trying to recover it.

That distinction matters more than many firms realise. A lot of AI governance still happens too far downstream. Review begins when the system is nearly ready, already connected, or already in use. By then, architecture has hardened, scope has expanded, teams are committed, and meaningful intervention becomes much harder.

That is why profiling AI at the point of development is so important. It creates the strongest form of control because it shapes the system before risk becomes expensive, political, or difficult to unwind.

What profiling at the point of development actually means

Profiling does not just mean giving the project a name. It means defining the core properties of the system while it is still being designed.

That includes the intended use, the business owner, the user population, the decision or workflow the system affects, the data it will access, the sensitivity of that data, the model type, the external dependencies, the level of autonomy, the tools it can call, the actions it may trigger, the human oversight expected, and the fallback path if the system behaves unexpectedly.

In other words, profiling is where a firm decides what the AI system is allowed to be before deployment pressures turn those questions into afterthoughts.

This is the moment where governance is strongest, because the system is still malleable.

Why later-stage checks are weaker

Many organisations assume they can assess AI later in the lifecycle and still achieve the same result. Usually they cannot.

Once a system is close to launch, the architecture is largely set. Vendors may already be chosen. APIs may already be integrated. Access may already be granted. Business teams may already be relying on the workflow. Project sponsors may already be committed to timelines, benefits, and expectations.

At that point, governance often becomes a negotiation rather than a design discipline. Instead of asking what control should be built in, the organisation starts asking what can realistically be added without delaying launch or reworking the system. Review becomes narrower. Remediation becomes more expensive. Risk acceptance becomes more likely. Evidence becomes harder to reconstruct.

That is why later-stage checking is often weaker than firms admit. It tends to confirm existing momentum rather than shape the system on its own terms.

Why early profiling creates stronger control

Profiling at development changes that dynamic. It forces clarity early, when it is still affordable to make decisions properly. Ownership becomes clearer because someone has to be named before the system goes live. Scope becomes more defensible because intended use is defined before expansion begins. Access decisions improve because tool permissions, data flows, and system boundaries are considered before they become embedded in a workflow. Classification becomes stronger because the firm understands whether the system is advisory, customer-facing, decision-supporting, action-taking, low-impact, or high-impact before it is operational. Evidence improves because the organisation captures the reasoning around the design, not just a retrospective explanation after the fact. Monitoring also becomes easier later because the baseline has been defined. The firm can see what changed, rather than merely guessing what the original state was.

This is what good control looks like: not trying to explain the system after it becomes complicated, but shaping it while it is still governable.

Why this matters even more for agents and embedded AI

This point is even more important when firms are building or deploying agents.

An agent does not just generate output. It may retrieve data, call tools, interact with systems, escalate tasks, or trigger actions. Its risk does not sit only in the model. It sits in the scope around the model: what the agent can access, what decisions it can influence, what actions it can take, and what happens when those boundaries shift over time.

The same is true for embedded AI. A feature that looks low-risk at procurement may become materially different once integrated into a live workflow. A drafting assistant may become a client communications tool. A summarisation feature may become part of a regulated decision process. A read-only capability may acquire action-taking power through orchestration or connection to downstream systems.

If the firm waits until later to profile these systems, it is effectively giving up the best control point it has.

Profiling is how governance becomes proactive

This is the strategic importance of early profiling. It turns governance from a reactive review exercise into a proactive design discipline.

Instead of waiting to inspect what has already been built, the organisation creates a control baseline at the moment the system is being shaped. That changes the quality of everything that follows. Risk assessment becomes more grounded. Ownership becomes less ambiguous. Monitoring becomes more meaningful. Regulatory explanations become more credible. Internal challenge becomes easier because the original purpose and boundaries are already documented.

This is also where the wider governance conversation needs to mature.

Too much AI governance still assumes that control happens after development. In reality, the strongest controls begin before deployment, when the system's purpose, permissions, dependencies, and action scope are still open to design.

What leadership should ask

For boards, risk leaders, compliance teams, and senior executives, the practical question is simple: Do we know how AI systems are being profiled before they are built into live workflows, or are we mostly reviewing them later when choices are already locked in?

That question reveals a lot.

If profiling starts early, the organisation has a better chance of building control into the system itself.

If profiling starts late, governance is likely to become a documentation exercise attached to momentum that is already difficult to stop.
